Have you posted the full PCN?

If so, it omits significant and mandatory content.

Are you the registered keeper with current DVLA details?

Thank you. I just paid it now. Appreciate your help.

Thank you. It was my fault.

What exactly did you do and why during parking and returning to car.

Took my dad to beach on that day. As there's no sign on that particular shop where I had parked, I assumed it would be okay to stop there for few minutes whilst I walked my dad to the beach and returned back to my car. Took around 12 mins within which the ticket was there.

I understand this was completely avoidable.

Looks like today is my last day to pay at discounted rate as I am left with no other options to defend.

Boarding or alighting an elderly or disabled person or a child and escorting them to or from their destination would normally give you an exemption to the yellow lines. However escorting your father to the beach is pushing that to the limit. Why was he going to the beach?
Assisted boarding surely has no restriction on where the assistance is needed, but the time taken is relevant. 12 minutes seems a long time, so the OP would need to give more detail on why 12 minutes was needed.

Did you assist your father to the beach, then return to the car to park in a parking bay, and then rejoin him on the beach ? Surely he wasn't left alone on the beach ?

Yes, he's a visitor. Dropped him off to the beach and came back to find window PCN. I parked it opposite a shop which didn't have any signs and that shop looked like had not been opened for ages.

Hi All,

My PCN appeal got rejected. Rejection received through my email on 09.10 with 14 days to pay at discounted rate. Is simply paying this is my only option now?

Thanks.

You actually had 33 days from the appeal rejection date to submit a POPLA appeal. Not relevant now and would likely have been rejected anyway.

You should send the following in response to the LoC. No need to ask for another 30 days if you don’t actually need it. You want them to issue a claim as that is the ultimate dispute resolution service.

Your Ref. ############
Proposed Legal Proceedings
Claimant: xxxxxx xxxxxxxx Ltd

I refer to your your letter of claim.

I confirm that my address for service for the time being - assuming you don't faff about and delay any claim - is as follows, and any older address must be erased from your records:

[Correct address here]

The alleged debt is disputed and any court proceedings will be vigorously defended.

[Only use this paragraph if you need more time] I am sourcing and seeking independent debt advice and as such, I formally request that this matter be put on hold for an additional 30 days, in accordance with the Pre-Action Protocol for Debt Claims 2017 ('the PAP').

I note that the amount being claimed has increased by a hugely exaggerated amount which the Government called "extorting money from motorists".

Don't send me your usual blather about that.

I have two questions, and under the PAP I am entitled to specific answers:

1. Am I to understand that the additional £70 represents what you lot dress up as a 'Debt Recovery' fee, and if so, is this nett or inclusive of VAT? If the latter, would you kindly explain why I am being asked to pay the operator’s VAT?

2. With regard to the principal alleged PCN sum: Is this damages, or will it be pleaded as consideration for parking?

Yours faithfully

They will respond, ignoring or failing to answer the question about VAT, which allows you to submit a report to HMRC of suspected VAT fraud. It takes only a few minutes to submit the report and it is suspected that the fraud involves £millions. You can submit the HMRC report here: Report tax fraud or avoidance to HMRC

There is no guarantee that they will actually issue a claim, it just means that they have given you the required minimum notice of their intention to possibly issue one.
Thank you. I have emailed them this letter.

I have managed to receive Letter before claim from Gladstones solicitors. Shame it could have been dismissed during POPLA appeal which I cocked up with an assumption of 28 working days before an end of appeal.

Looks like lengthy process to follow.

Thank you all.

How do I proceed for tribunal please?

Any advice please?

So you have only 14 days to pay, if you choose, at a discounted rate from the date of service?

Can we appeal wt the adjucator?

Here's their rejection letter. My friend is gutted for missing out on the discounted price and he hates me.

@Intex310 I've just seen this and the council website says "This offence is on hold pending a review of your recent challenge", so please show us what you sent.

In the meantime I have requested the video, also please can you confirm what your friend's connection is to Smp Accountants Limited.

Good morning.

Thanks for the reply. Yes, it does belong to SMP...I've attached an appeal made which was rejected. I will upload the rejection shortly.

Today is not the last day - 16th is the deemed date of service.

Thank you. I always get confused with 28 days. Just used online day counter which showed me today was the 28th day. Hence I said today was the last day for an appeal.

Good afternoon all.

I am asking for a friend regarding this PCN. It a last day today for an appeal. As he followed the bus which completely blocked the signage and road markings without realising it on time. Very unfortunate.

The equipment used, as per the Harrow Council, for this is:

Enforcement cameras in Camrose Av.
Manufacturer - Siemens (Yunnex)
Model - LaneWatch Mk3

Any advice please.
