Civil penalty charge notices (Councils, TFL and so on) / Waltham Forest council - parking bays suspension, code 21 parked in suspended bay, Frith Road E11

Hi all,
The whole of Frith Road, E11 has parking suspension on all bays on one side. This has been going on for about 3 weeks now. The first lot of signs ran out of date and they put up new signs with new dates which are currently up.
I got home late from work last night and as has been happening since the suspensions started, there was no parking on my street on the side you are now allowed to park, so i had to park on the side with the suspension. When i went outside this morning the parking officer had given me a PCN.
Other nights ive been able to find a space after driving around a few times or checking before i went to sleep if someone had left and a space had come free, but
lastnight even when i was going to bed there was still no spaces on the other side of the street.
They have also changed the signs from one side of the street to the other side and then back again to original side the next day, a few days ago. (unfortunately i didn't check if they used different signs or just moved about the existing signs).
Any advise would be appreciated. Am also worried about getting more fines over next week
