Yes PCN was affixed to car.
My sister is the registered keeper and her company address is registered. She receives council correspondence directly. She received all correspondence except NTO. After reading through this forum regarding Brent PCN, I see that this is a regular occurence that they do not send the notice to owner letter !

Looking for advice on an ongoing Brent Council PCN.

The PCN was issued for my new car on event day last year October, while I was waiting for proof of ownership needed to obtain a resident permit. I received the required documents and my permit became active around 3 hours after the PCN was issued. I also had an active permit for my previous car , which was parked there at the time. I have no intention in breaching contravention and was waiting for documents to complete the permit application

I made an informal appeal explaining this, but Brent rejected it saying I should have parked elsewhere. However I live in a Wembley event day zone, I would have had to park outside the event day zone which covers several areas around the stadium, I would have needed to have parked 4 miles away from home to be outside the zone.

The issue now is that we never received the Notice to Owner, but Brent still progressed the case to Charge Certificate stage. I contacted the PCN team multiple times past 6 weeks and was repeatedly told the case was on hold due to delays. I also made a complaint and involved the registered keeper (my sister) after Brent said they could only discuss the case with her, but we still received no response.
I’m not the registered DVLA keeper of the vehicle. The car is a company car provided through my sister’s employer, and their scheme allows family members to be named drivers. I am the main user/named driver of the vehicle, but the registered keeper details are in my sister’s name/company lease name.

I called the council PCN team today and I’ve now been told the hold has been removed and I believe the next step is the Order for Recovery, where I can file a witness statement confirming the NTO was never received.

Does this sound like a good case for reset/cancellation, and is there any advice on next steps? Cheers
