Private parking tickets / DCBL Final Notice - George Eliot Hospital - None payment

Driver Failed to Pay for parking. Focus issues, not intentional (ADHD)
No communication until receiving 2 letters from DCBL, this being the second.
Made contact to get information, Driver Left without Paying. Advised this was first communication on the matter and could I get the contact details of the client, they refused.
Cant say weather Driver Was identified so presume it was.
Driver has no objection to paying for the parking or reasonable fee for missed payment but lack of contact from CP Plus resulted in larger fee.
Cannot get in contact with CP Plus to attempt to resolve issue.
Any advice appreciated.
