Ok, I have asked her to do that. The problem is I already filled in and emailed the TE9 on Saturday, stating that she was the registered keeper, but I was driving. Will her reply over rule mine, or should I email TEC explaining the situation?

I’m not opening her mail, she is sending me photographs of the letters she has received. It’s her name on all the documents, I was just a named driver.

When she got the first letter, the original PCN, I appealed it on Havering Council’s website explaining that I was driving the car etc etc

In my email to tec@justice, I said that the car was registered to her and gave her name and address along with the PCN number. Will that help?

Oh blimey, it was sent to her. That'll be a laugh, we are in the process of breaking up and selling the house

Thank you, I have downloaded and completed the form, and emailed it to tec@justice

This is their response

Thank you for emailing the Traffic Enforcement Centre (TEC)

Emails are processed in date order (Oldest to newest) and we are unable to assist you in the following circumstances;

• If you don't have the PCN, you will need to contact the Local / Charging Authority, or their enforcement agents, to confirm this information. We cannot help you with this.

• You wish to pay / arrange a payment plan - contact the issuing authority OR the Enforcement agents not TEC. We cannot help you with this.

If you’re emailing to obtain forms, you can download these forms from https://www.gov.uk/government/collections/traffic-enforcement-centre-forms

• this is the preferred option and removes delays that you may experience in your email being handled.

*Please don’t send chase up emails, we are working in arrears and this will add to the current volumes.

*If you have submitted an out of time application, please note that it will take approx. 8 – 10 weeks for a decision to be made. You will be informed of the outcome in due course.

Please note the business hours are Monday to Friday 9am-4pm excluding bank holidays. All forms/ emails received after 4pm will be classed as received on the next working day

Civil penalty charge notices (Councils, TFL and so on) / Bus Stop Fine
« on: March 06, 2026, 11:40:54 pm »
Hi

Last May I stopped for ten seconds in a bus stop to drop my Dad off at Gidea Park Stn so he could get the train to visit my Mum in hospital. I had my 5yo son in the car with me. I received a fine (I think £70) and appealed it, hoping they would cut me some slack given the circumstances.

Four months later I received a letter saying the fine had increased from £140 to £210 as I hadn’t replied to the original letter. I called Havering council and they said I had to email, so I did that and got an auto reply saying they were busy and would be in touch, don’t contact us again. A further three months and I received another letter so emailed again, with the same response. Now they are threatening bailiffs and repossession, yet won’t answer emails or the phone. I am willing to pay the original fine, surely they can’t keep increasing it without responding to any of my correspondence?
