Civil penalty charge notices (Councils, TFL and so on) / PCN - Vale of Glamorgan - Vehicle was parked or loading/unloading in a restricted street - Evans Street, Barry [Bailiff]

Hello all,
I received correspondence from a Debt recovery firm (Marston Recovery) on Tuesday evening via an automated call. Initially I thought this was a scam, but decided to Google their number and it turned out to be legit.
After a short phone call they informed me I have an outstanding fine of £190, from April 2025. But due to my address being different, they had to perform a track and trace. They have now sent me an electronic "letter" today, detailing that I need to come to an agreement with them by the END of TODAY.
I moved twice last year, the 2nd time being just after this PCN wasissued - It's my fault for not updating my V5C promptly.
After they provided me with the PCN number I then contacted WPPP, via email to get some more insight as to what this fine was allegedly for, they provided me with a breakdown and an image as evidence and said the following:
"They have said the following: "The PCN was issued as your vehicle was parked or loading/unloading in a restricted street where waiting and loading/unloading restrictions are in force; kerb markings. Please refer to the enclosed images captured from the video footage."

Back to today..
Today I then received an electronic document / letter from Marston Recovery; Page 1 & Page 2
The image provided does not show the signage atop the poll clearly, and the kerb markings are feint - in my opinion anyway!
The debt recovery firm has advised me I need to make payment or come to arrangement by Feb 13th but on the electronic document I received today they have stated: "You must pay the total amount you owe, or phone us to discuss your circumstances, by the date and time detailed on your initial Notice of Enforcement letter posted to the above address. We may be able to offer a payment plan.".
The date above is today, 05/02/2026, and I received the Electronic document earlier on this afternoon - I am yet to have any physical documentation/letters about this.
They have refused to set up a payment plan across a 4 or 3-month period, saying that the amount owed needs to be paid within a month allowing me to make 2 payments of £95, nothing less.
All of this because I stopped for my Pregnant Fiancee to run into the Tesco's Express to see if they had a loo she could use
I have not made or offered to make any form of payment thus yet.
Any advice on how to proceed is greatly welcomed, I appreciate your time.
