Thank you so much for your quick reply! The Europcar terms and conditions say it's my responsibility to contact the issuing body to appeal, using the letter of authorisation they provided, but Islington Council say that's incorrect, the letter means nothing, and they should have transferred liability to me.
Do I have any recourse against Europcar? My mother (also disabled, with many more years of experience over me in dealing with Motability) suggests contacting Motability directly. Is that worth doing?
EDIT: Contacted Motability and they've told me that since the PCN is paid, I only have to deal with Europcar and they've told me how to go about that. They've also reassured me that this will not affect my ability to continue using the scheme, should Europcar try to kick up a stink.
