I parked my motorcycle on the footpath for about 5 minutes while nipping into Tesco (no argument here), but any grounds to appeal based on any of the below?
1. The time stamp on the PCN/images are wrong. The PCN shows 19:42, photos show 19:43, but in reality the office was taking photos at 19:35 (per iPhone time). I can obtain CCTV footage that by 19:42 I have already entered my building's underground parking.
2. I did not obstruct the tactile pavement and there is plenty of room remaining on the pavement for any baby pushchairs or wheelchairs to pass.
3. There was no alternative parking on the street. I have a residential parking permit, but the entire street (which is kind of closed to traffic, as it's a one way street where the end of the street is closed due to construction) was filled with non-residents parked. There's an ongoing event in my area, loads of people were here over the weekend and parked everywhere imaginable. The council definitely has a massive payday with the two CEOs handing out tickets like giving candy to children on Halloween...
Yellow: where I parked (not obstructing pedestrians), red X section was filled with other cars.

And finally enjoy this image of me getting caught
