Private parking tickets / Parkingeye PCN - overstay, Kingston college

Hi, new to this site, the registered keeper of this vehicle has recently received this parking charge notice from parkingeye.
The driver was visiting the college at the time.
There is a terminal for visitors of the college, which we were at the time, to enter their plate however we were not allowed, this was after 6pm however.
Phone service both inside and outside was not great (1 bar signal) and the payment system required an app to be downloaded and information entered which took some time.
There was also an incident inside the college with an epileptic passenger which slowed things down when leaving.
Can anything be done about this or should i, who has been asked to deal with this for the registered keeper, pay up?
