Hello Experts,I’ve just received a TfL penalty, via bailiffs, for failing to pay a road user charge back in June, but this is the first notification I’ve received. The balance is now around £350 inc bailiff fees.The bailiffs say TfL were allegedly unable to contact me because my V5C (log book) was registered to an old address at the time. However, I have successfully received other driving-related correspondence (including speeding tickets) during this period without issue.Because I didn’t respond to the earlier notices (which I never received), the case was escalated to bailiffs. I’ve moved address multiple times in recent years and am currently unsure whether the V5C address was incorrect at the time, though it would be unusual for me not to have updated it.When reviewing the PCN history, it shows a Notice of Debt Registration issued on 12 September. From 1 September, my V5C was definitely updated to my current address, yet I still received nothing.I’m trying to confirm whether:- this can be reset to the original PCN- an Out of Time Statutory Declaration is the correct next step- there’s any realistic risk of a separate DVLA fine for a V5C issueAny advice from those with TfL / TEC experience would be much appreciated.Thanks.
