PCN ****3304 arrived 16/09/2025 and I paid £69 over the phone 26/09/2025 and got the WorldPay email receipt you've seen.

PCN ****2159 arrived 07/10/2025 and I paid £69 online 13/10/2025 and instead of getting a WorldPay receipt I got an email receipt produced by a different system.

Both of these appear as distinct debits on bank statements. I've forwarded my Worldpay receipt with the ****3304 reference on it only - I've not sent bank statements as they haven't invited me to send these. Their communication has been very terse and uninformative.

The PCN number is the first component part of the WorldPay 'order code' field which I sent to Bristol City in its entirety,  if I've understood your question correctly.

FYI When forwarding this email to Bristol City I hadn't blanked out the various reference numbers.

I incurred 2 PCNs due to not paying the congestion charge within the requisite timeframe on a trip into Bristol and then a journey out the following day.

I received a PCN for one of these offenses (BS64863304) and paid £69 over the phone due to being away and not having the letter with me. I thought that was the end of it.

Then I received a 2nd PCN (BS64852159) for the 2nd offense and was at home at that time and paid £69 online. Bristol City have stated that this one is resolved.

The issue I'm facing with Bristol City is that they have apparently lost any record of the payment made over the phone. The amount they currently chasing for is £129 but this will increase within days. I've forwarded the WorldPay receipt I got from this payment to their appeals team which has the PCN reference number on it and clearly states the amount and recipient. They are not acknowledging that this is proof of payment and have stated that I should have a GOV.PAY receipt - but I'm convinced this only applies when paying online. I could also show a bank statement to prove that separate payments for both PCNs were made. Their most recent email claimed I was confused because the payment I'd made on BS64863304 was actually on the other PCN - it seems like they can't be bothered to investigate the issue properly.

I did some research into the Traffic Penalty Tribunal service but this seems to relate more to contesting whether or not the PCN should exist at all and not whether or not it was paid.

What should I do next? Thank you
