This PCN (

https://drive.google.com/file/d/1ezhgY6w643uaTLkz7wBpcNJoIaTMhScM/view?usp=drive_link) and the yellow line was painted somewhat arbitrarily across the front of my land. There is also some subsequent correspondence where my initial online appeal has been rejected -
https://drive.google.com/file/d/1HnmdlVGqmjJ_33QlnATlkTfC7rVDCtjW/view?usp=drive_linkI'd like to get advice on the points below, which is where I would like to understand the parking regulations further.
- The car was parked on Private land in front of my garage. As can be seen in the document showing the Land Registry entry for my property, the land in front of the garage attached to my property belongs to me and is where the car was parked. As this is not the public highway, the parking enforcement team have no jurisdiction in this space. Because of the existence of a Home Zone in our CPZ, there is no clear distinction between footpaths and highway and this is further complicated on those boundaries between private and public land. I have owned this property for 22 years and parked many times in this same spot, and I have parked this specific car in this way since ownership (3 - 4 years ago), so am somewhat baffled as to why the current parking enforcement company now sees it as a contravention and no longer acceptable.
- Car inside yellow line. Irrespective of the point above, the car is actually parked inside / behind the yellow line that has been used for the contravention. I thought you need to be parked ON the yellow line to be in contravention, but in this case, the wheels of the car are BEHIND the yellow line (on private land) and therefore not actually in contravention of the restrictions in question in my opinion.

- Yellow line not visible. A further point worth iterating - the yellow line is of such poor quality in this part of the road as to be unenforceable from my understanding.
Further points I would like to make are that my understanding of parking restrictions was that they exist to ensure traffic flow, safety of all road users and to prevent inconsiderate road users from causing other problems. Parking in front of my own garage on my property does not really constitute a problem in any of these cases and in some ways keeps the minimal parking bays on the street for other road users that do not have access to my private space.
Thanks!
