Civil penalty charge notices (Councils, TFL and so on) / I'd like peoples opinion on this signage.....

OPINION 1

So what it says is this..
"NO MOTOR VEHICLES BAGLEYS LANE
EXCEPT BUSES, TAXIS, PERMIT HOLDERS AND FOR ACCESS"
sign is located on Bagleys lane as you enter it.
OPINION 2
The above road leads onto harwood terrace but, if you make a right turn, you will continue on bagleys lane but.. it has a fresh sign.

Which removes the "for access" part. You'll have to move around a bit and find the october 2025 pictures.
OPINION 3
When you pass the sign from opinion 1 and head into harwood terrace, then imperial road, then imperial square and stay there for an hour or so and then head towards your final destination on bagleys lane, with in mind bagleys lane you're able to access based on the first signage you saw when entering bagleys lane.

Notice trees obscuring the signage on approach until you get extremely close to the signage.
So how legal is this or, shall I say, how confusing is this?
