@Incandescent - you are incorrect. There are 2 exits from the car park - one is in view; the second is just prior to this on the same left hand side, but just out of view of this camera image (check the GSV street view). It is from that exit that we left (I have proof). The "some speed" you mention is far below the 30mph limit, and in line with someone pulling out of an exit.

Info:
Exiting a car park (exit showing on the left of GSV streetmap) and immediately turning left, heading in a north-westerly direction, along Albion Street, Cheltenham.

Immediately opposite car park exit, across the street, a sign shows two horizontal arrows facing left and right, and under that, an additional arrow pointing left states Bus and cycle lane.

You can legitimately turn left out of car park. We did so.
But you then have to IMMEDIATELY turn right, or you enter the bus lane.
The no-entry sign is after the right-turn, on the opposite side of the road.
On the drivers side of the road, after the right-turn, is the blue circle bus lane sign.
By the time I saw that, I was in the lane, and had been caught on camera.

The road is 50-70m long.
I did not u-turn because of vehicles travelling against my direction - unsafe.
I proceeded in a north-westerly direction to the end of the bus lane (50-70m), and continued - directly forward - into the now-non-bus-lane continued part of Albion Street.

I have now received a PCN for this action.

I believe that, because I exited the car park, saw the sign to say you can turn left - but then did not know that inferred an immediate right-turn - that I have a legitimate case to ask for non-payment.
I believe the no-entry sign being on the non-driver side, was difficult to see, and advocate there could have been a second no-entry sign on the driver's side of the road too.
