Thank you very much for your detailed guidance. Following your advice, I have taken the following actions you recommended in your email and have used all three drafts.

I submitted a formal complaint to ECP customer service via their 'Enquiry' form, attaching a PDF letter. as they do not have an email address for customer service.

I have also forwarded my complaint to DVLA.

I will keep you updated on any further responses.

Hi again,

I'm writing to update you after sending the email drafted to DPO@eurocarparks.com with b789's help above.

On 02/06/2025, I received a response from DPO@eurocarparks.com with a letter attached [250602-Letter_EuroCarParks].

Then, on 06/06/2025, I received another email [2nd_Email_250606] from NoReply@eurocarparks.com with the following attachments:

•[2nd_Email_attachment2_250606_Hidden]

In the initial letter [250602-Letter_EuroCarParks], Eurocarparks confirmed the cancellation of the ticket on 02/06/25. However, in their subsequent email on 06/06/25, they asked for additional documentation to either cancel the PCN or pass it on to the new purchaser.
They requested:
1. Full written documentation of the purchaser,
2. The bill of sale,
3. The V05.

The car in question was sold on 02 January 2022, and I no longer possess the requested records.
Could you please clarify if I am legally obligated to provide these documents to Eurocarparks? Additionally, I'm confused as to why they first confirmed cancellation and then requested further documents later.

Please advise on the best course of action.

Thank you for your detailed response and the letter, which I've just sent. This saved me the hassle and time of drafting it myself. I'll update here as soon as I receive a response.

Hello everyone,

I received a Penalty Charge Notice (PCN) in January 2022 for an alleged contravention dated 3rd January 2022. However, I had sold my car on 2nd January 2022, and I believed the PCN was issued due to a delay in DVLA updating their records.

Recently, I received another letter from DCBL dated 20th May 2025 regarding the same ticket. I contacted DVLA to confirm that I was no longer the registered keeper of the vehicle as of 2nd January 2022, which they confirmed in writing as can be seen in the letter image from DVLA.

Could you please advise if I should wait for a court letter and then file a defense, given that the chance to appeal has passed? I have made no contact whatsoever with DCBL and the carpark prior to DCBL got involved.
