Apologies - I have amended the subject line and attached the fine letter.
I would have paid the fine before I entered or even had I known, but as mentioned, didnt realise there was anything to be pay until this morning.

The £15 is the daily Congestion Charge, it is not a fine.

The scheme has been running now for over 10 years so the likelihood of you getting it cancelled is low, unless there is a clever "technical" appeal. Somebody may suggest something, but don't miss the deadline on the PCN waiting for something to turn up.

It may well be worth submitting some reps on the basis that you live <nnn? miles away from London and didn't know about the scheme, and promise the offence will not occur again. After all, would a crofter living in the Outer Hebrides visiting an old friend in London know about it?  You never know, you might get lucky...



So I joined a FB group, where this guy took the PCN number and the Reg and appealed it on the TfL website. the representation is currently on hold. He said he has cancelled 100s of congestion charges, So now im waiting till the end of the week to see what happens. Will keep you updated.

Dear All,

I visited London for the day on Sunday and was unaware that the Congestion Charge applied on that day until I received a Penalty Charge Notice through the post. The notice includes an image of my vehicle and registration number taken on Victoria Street, Bressenden Place.

While I understand that ignorance of the charge may not be sufficient grounds for cancellation, I am particularly concerned that I have been issued a fine of £90 without being given the opportunity to pay the standard daily rate of £15.

I would appreciate your guidance on whether there is any scope to make a formal representation under these circumstances, and what my chances might be of a successful outcome.
