Euro Car Parks may not get in touch with you. Would the confirmation from POPLA not suffice for the rental company?
I don't know I can try.
POPLA's email stated 2 reasons for the withdrawl, one of which is that I could have paid the fine which I didn't. How the leasing company would view that email is down to them.
There also seems to be NO email address to send to Europarks for confirmation that it has been dropped, just a contact form to the UK office. My experience with contact forms is you rarely get a response.
But yes will try forwarding the email first.

Secondly received a reply from POPLA

The operator has contacted us and told us that they have withdrawn your appeal.

If you have already paid your parking charge, this is the reason your appeal will have been withdrawn. Unfortunately, you cannot pay your parking charge and appeal, which means that POPLA’s involvement in your appeal has ended. You will not be able to request a refund of the amount paid in order to resubmit your appeal to us.

If you have not paid your parking charge, the operator has reviewed your appeal and chosen to cancel the parking charge. As the operator has withdrawn your appeal, POPLA’s involvement has now ended and you do not need to take any further action.

So now all I have to do is get an email from Eurocarparks stating they have cancelled their claim so I can get a refund for an admin fee from the vehicle leasing company

I have submitted the appeal to Popla and will update when I receive their decision

Ok thx for the reply, so if I go down this route, what do you mean specifically by "Defend it".
Would this be a matter of letter writing or would these mean hiring legal council ?

Hi b789 thanks for the reply.
It was probably over a decade ago when I last received any fine and they were always speeding tickets so yeah, am older and memory not as good.

So there is no defence then for where I parked which wasn't in the car park on what appears to be a road with no parking restrictions ?

Euro Car parks, no display permit purchased JDW-The Francis Newton complex (Weatherspoons pub)

18/03/2025 I entered the JDW-The Francis Newton complex looking for a place to park after driving around the surrounding streets failing to find a more suitable area to park so I could attend a nearby property for a service call.

The car park however was full, so I parked on the entrance road to the complex which did not have any restriction markings, e.g double yellow lines etc.

I was parked there for approximately 35 minutes.

2/04/2025 I later received a notification from the vehicle leasing company that they had received a Notice to Keeper for the following contravention
"No Valid Pay & Display was purchased".

I appealed to Euro Car Parks advising them that I had not used their car park, as it was full and sent them a street map view highlighting the area I had parked in

I of course lost the appeal.
However I feel this is unjust, mainly because I did not actually park in their car park and considered the place I did park to be perfectly legal without any restrictions.
I now seem to have 2 choices.
1) Pay the fine (£45 if I pay it fairly quickly)
2) Appeal to POPLA. (Which if I lose will have to pay £75 to Euro car parks and an admin fee to the leasing company

Hopefully I have made all relevant details and documents available to those wishing to advise on my next action
