The OP appears to be parked on Double Yellow Lines (thumbnails in the original post are too small to be clear), which would explain the Code 01.

Dropping off medication is unlikely to be accepted as informal reps I would have thought, but stranger things have happened!

The Flame Pit / Amended Railway Byelaws from 26/12/2025

Thanks to an eagle-eyed poster on another forum, it's been spotted that an updated version of the Railway Byelaws is due to come into effect on 26/12/2025.

The relevant Statutory Instrument can be found here.

There are two material changes: An explicit ban on E-cigarettes and the splitting of Byelaw 14 (relating to parking) into separate Byelaws for England & Wales, and Scotland.

Byelaw 14A (relating to England and Wales) reads as follows:

Traffic signs, causing obstructions and parking in England and Wales

(1) This Byelaw applies only in England and Wales.

(2) No person in charge of any motor vehicle, bicycle or other conveyance shall use it on any part of the railway in contravention of any traffic sign.

(3) No person in charge of any motor vehicle, bicycle or other conveyance shall leave or place it on any part of the railway:

(i)in any manner or place where it may cause an obstruction or hinderance to an Operator or any person using the railway; or

(ii)otherwise than in accordance with any instructions issued by or on behalf of an Operator or an authorised person.

(4) Any motor vehicle, bicycle or other conveyance used, left or placed in breach of Byelaw 14A(2) or (3) may be removed and stored, by or under the direction of an Operator or authorised person.

(5) A motor vehicle, bicycle or other conveyance may also be removed and stored, by or under the direction of an Operator or authorised person if such Operator or authorised person reasonably believes doing so is necessary:

(i)to deal with an emergency;

(ii)to allow access to persons or vehicles to enable maintenance of the railway to be carried out; or

(iii)to enable the safe and efficient operation of the railway.

(6) In this Byelaw:

(i)a traffic sign does not include an object or device for conveying the rules of a contractual parking scheme; and

(ii)an instruction does not include any instruction conveying the rules of a contractual parking scheme.
Part 6 is new and appears to be an attempt to extend PoFA Schedule 4 to railway land.

Unfortunately this area is a cash cow for Enfield due to the number of eateries on both sides of the road. If you spin the GSV around, you'll see four cars parked on the Taxi rank in the middle of the road as well.

There were previously P&D machines on both sides, but those have been removed in favour of Pay by Phone. Whether the TRO has been updated to reflect that I couldn't say.

The zone entry signs are on Silver Street by St Aldhelm's Church and the entrance to Millfield House, and Enfield are usually pretty good at keeping the dates current.

That said, the most recent GSV image shows the one on the Church side as having been rotated so it's not facing oncoming vehicles and the sign on the other side could easily be obscured by a large vehicle.

This is a new restriction that was introduced - along with a Resident Parking Zone - on Monday 3rd March 2025. The TRO has yet to make it onto the TPT website, but can be found here.

Not directly relevant to the appeal, but another thing that leans towards the wrong service having been used is that the tariff gives a minimum charge of £3.00 for up to 2 hours, but the APCOA charge is only £2.35 - presumably including a convenience fee.

I'm not entirely sure where the Driver paid for though, as I can't find a location with the same code on their website. It's definitely not in Nottingham, however.

The main issue with Excess Cover is that if you're involved in an incident that results in a claim, you have to pay the hire firm's excess (usually at least £1000) and then claim it back.

You may also need to pay a higher deposit when you collect the car.

After two hours, while in town, I opened the YourParkingSpace app to purchase more parking time.

The app refused to let me buy parking time, displaying a message “Unfortunately, all of our allocated bays have been booked at this time. To guarantee space in future, please pre-book in advance.”



This makes no sense to me, when the vehicle had been parked in a marked bay throughout.
YourParkingSpace only allow a certain percentage of spaces to be booked, based on historic ANPR data. Once that limit has been reached, they don't allow further bookings even if you're already on site.

The signage could definitely be improved to make that clear.

The Dartford Crossing switched payment providers towards the end of July 2023, which required everyone to revalidate their payment details.

If the OP failed to do that, it would explain why the Autopay failed.

By way of an update, I'm pleased to say that ParkingEye have given in and cancelled the PCN without me having to go to POPLA.

What the hell the end of Pedestrian Zone signs refer to, I've no idea. I cannot find else anything which corresponds, but it's not germane to the OP's case.
Verulam Avenue and Tudor Court are included in a School Street zone for St. Saviour's Church of England Primary School.
