Postal PCNs are sent to the name and address on the V5. This is obtained once by the council using a messaging service to the DVLA. I assume you did not arrange any mail redirection. Did you ever go back to your previous address to see what mail there might be for you ?

I had gone back to check if any mail had come through back in July/August 2024 although I hadn't gotten any mail around the PCNs. I also haven't been contacted about any of the letters sent through so wasn't aware of it. I also hadn't set up mail redirection as while I was living there, it was my first time living away from home so wasn't sure on how to do these types of things.

I've recently been made aware that I had driven through a pedestrian road in Croydon on June 29th 2024.

The way I found this out was through going out and seeing a clamp and a sticker on the window of my car.

The sticker on the window of my car only had a number to call with no amount paid. I called the number and spoke to the bailiff and was told I owe a lump sum of £795 for these two infractions that I had caused in June 2024.

The only issue is that I had moved in June 2024 and hadn't changed where my car was registered until yesterday therefore didn't receive any letters letting me know that I owed any money.

In a panic taking the advice of the bailiff which was to pay the charge as soon as possible as he was surprised that the car hadn't been repossessed yet and had said I was luck as if it was repossessed it would cost me even more.

I had then asked him for the PCNs which I looked into and it turns out I had committed these infractions within a minute of each other (driving up the road then turning round to drive back down it). At the time I hadn't realised I had committed these offenses.

Is there anyway I could be able to dispute and lower the sum of the amount paid as the bailiff had mentioned that if there was a dispute and it was successful then I would be reimbursed the amount.

I know one of the golden rules is to not pay until I've gotten advice although I'm trying to stick to the other one and not shoot myself in the foot by sending a letter to the council.
