Looking carefully at the appeal, *at no point* is the driver identified. Also it appears that you seem to think that you are engaging with reasonable people. You aren't. They in all probability don't run or get the money from the car park, their only source of revenue is from people who they can persuade to pay them their "charges" for what they claim are "breaches" of their terms and conditions. They would never accept any appeal regardless; that isn't their business model.

With those dates it was sent too late to transfer liability from the driver to the keeper, so respond - as the keeper! - saying that. There is no obligation to name the driver and you should not do so. There relevant legislation is schedule 4 of POFA 2012

You have a contact with the owner of the parking space and display a permit only as a courtesy. You have no contractual arrangement with the parking company.

The most common reason for no NTK being received and the first you hear about it is debt collectors is that the vehicles V5C was not updated after a move to reflect the vehicle's new address.

Plan A is always to pop along to Burghfield to see if the pub can cancel the charge. As you say, do not engage either collectors.

Post the notice(s) you have received – as well as providing important context, the notices may contain/omit details that can be used to help you successfully fight the charge. Upload photos of any and all notices you have received from the parking company. You should show us all pages of the notice(s), remove personal details (name/address, PCN reference number, Vehicle Registration Mark), but show us all dates and times. Details that you think are trivial could help you win, so don’t leave anything out.

To answer your questions: they will probably get debt collectors involved to try to scare you into paying. This will have no effect on you whatsoever and they can be completely ignored, they are powerless and can only send you vaguely threatening letters. After that they may send it to court but as they don't have a case due to your lease having primacy, this will simply be the next stage in getting the gullible to give them money. If it does get that far they will very probably discontinue the case when they have to pay the court fees. You must defend the claim though, otherwise they will obtain a default judgement against you and get some money that way.

All they care about is money and they use every trick in the book to get it.
