I hear what you're saying, but to be honest I wouldn't even know where to begin presenting a defense at the tribunal.
As far as my experience goes the council will usually honour the discounted amount even after the deadline (maybe because it costs them money to send a representative).

Representing myself, I don’t think I stand much of a chance, so I’m leaning towards just paying the penalty and moving on.

Hi everyone
I’ve received Notices of Rejection from Fulham and Hammersmith. How can I upload the PDF?

Thanks for pointing that out — it seems the website cut off the full Notice of Rejection. Is there another way I can post the full Rejection notice?
The only thing I noticed was that my name was misspelt on the Notice of Rejection, but I don’t think that’s a big deal.

I paid the PCN on the towerhamlets.gov website, and at that time, the amount shown was £80.

The Charge Certificate is for £160.
I made the payment on 19th August and paid £80.

Yes, I did open a thread for the PCN back in June.

I paid the fine for a PCN from Tower Hamlets after my appeal was rejected. Now I’ve received a charge certificate, and when I called, they confirmed my payment but then started making up stories—first claiming it was "partial," then saying it was "late." I was placed on hold multiple times as they kept changing their reasoning. Despite this, they didn’t cancel the charge certificate and said they’d get back to me. This is so bizarre!

Any advice?

I usually save a copy of my appeals on my laptop, but in this case, I don’t think I did. The main premise of the appeal was that I was picking up a disabled person who was unable to get to me, and that I stopped briefly to assist without putting anyone in danger — there were hardly any pedestrians in the area at the time, and I left immediately afterward.

As expected, the appeal was rejected. However, I noticed that in the rejection letter, they misspelled my name. Could this error be enough to get the PCN dismissed, or is it not worth pursuing further?

I've drafted the following appeal. I've kept it simple and concise.


Dear Hammersmith and Fulham Council,

I am writing to formally challenge the Penalty Charge Notice (PCN) issued for an alleged U-turn.

A High Court judgment has made it clear that for a U-turn to occur, the vehicle must, after the manoeuvre, travel in the direction from whence it came.

In this case, my vehicle did not travel back in the direction from which it initially came. Therefore, no U-turn took place, and no contravention occurred.

On this basis, I respectfully request that the PCN be cancelled.
