Civil penalty charge notices (Councils, TFL and so on) / PCN Epping Forest

Epping Forest District Council, Code 12 - Parked in a resident place on a Sunday, Kendall Avenue - Epping.
I parked in the bay observing the or conditions allowing a 2 hour unrestricted stay. Upon returning to my vehicle it was ticketed, as I had parked in the bay on a Sunday. I believed this to be incorrect and made an informal challenge. The challenge was denied and I was told the signage indicates that the only people allowed to park in these bays on a Sunday are residents or visitors displaying a permit. I still believe this is not what the sign says and that the use of the word or in the signage indicates that there are multiple conditions to legitimately park there. The sign is confusing and ambiguous at best and I want advice in making a formal challenge.
I enclose the signage PCN and subsequent letter denying the informal challenge
Is it me or does the sign suggest there is a set time for residents or a two hour parking time limit when not a resident.
