Hi all,
I would appreciate some help on this one. I have the option to pay reduced amount until about 15th Nov but thinking of appealing to the Adjudicator.
Yellow box junction 31j PCN issued by Bromley Council.

Contravention occurred on 30/08/24 - received on the post and dated 4th September 24.
I appealed on 17/09/24 on the basis that the PCN stated make payment/appeal before the end of the period of 28 days beginning with the date of the notice. I was under the impression that it should be 28 days beginning with the date the notice is served. Also made an inquiry about a camera sign being displayed. My appeal was rejected on 31 Oct 24- see attached.
Anyone can find anything wrong with the wording of the PCN or the Rejection notice or technicality?
I halted for about 4 seconds with the rear wheels on the hatched area - wondering if junction is longer than it should be…? I was waiting to turn right at the junction ahead of the one where the video was captured. I stopped when the light was red then started moving forward into the junction when lights ahead turned green. Thank you.
