There's a sign on the side of the building beside the 'No Flytipping' notice, but it's not possible to read it on Google maps.

Can you post a link to the letter?

The PCN is too small so can't be read and clicking on it just brings up a load of adverts :(
Please also confirm location with a link to Google Street View.

So you did the same thing in October and they cancelled the PCN?
Why park there again if you don't have a permit?

As for the PCN itself, i cant upload it but happy to provide any details you need. It was one that was placed on my screen by a warden.

On Monday the 22nd Dec 8:30, I received a penalty charge for stopping in a marked parking bay on a red route, handed to me by a police officer. I did not notice that the sign said no stopping except 10-4pm for loading.
I was in the van at the time of them taking the pictures as evidence, and the engine was on (lights are on in pictures). I would've been stopped there for no longer than 2 minutes had I not asked them why they were taking a picture of my van (whilst I was in it). They have uploaded 3 photos as evidence with the time stamps: 8:29:49, 8:30:58, and 8:31:11.

Is there any way I can contest this?

Had this letter from Excel parking (https://www.imagebam.com/view/ME19A4IR ), they seem to be insisting the driver is identified before processing the appeal.

Could I please get some guidance on how to proceed?

Looks like that letter is related to another parking fine that you must have received?

I assume white dog zags is a typo and you mean the zig zags of a pedestrian crossing?

From the way that car is driven I would say it's a cloned plate. The driver seems to have no regard for any other road users!  :(

Well, for a start, please unblank the PCN Number and car reg number as without it we cannot see the evidence on their website, which is the video of the alleged contravention. It is the sole evidence.

I saw photos of this online too but the PCN was not on my windscreen when I arrived back at my vehicle.

So who is the adjudicator that I can contact potentially?

The NTO will contain details of the adjudication process.
The information you have posted confirms that a parking session was paid for but that this was over 50 minutes after you parked, can you clarify the reason for this delay?
