I can see they are saying you didn't provide the correct evidence but there seems to be some lag between the initial application change and the PCNs?
They seem to say they need the logbook but:
You will be asked to provide copies of the vehicle registration document (V5/C) or valid insurance schedule for your new vehicle, and you will need to wait for the evidence to be approved. Until the evidence is approved, you must ensure that the vehicle is legally parked by purchasing visitor vouchers or using pay by phone.
Note the 'or'.
Whatever they are being vindictive against a resident who seems to have played by the book.
You are correct - approximately a 6 week lag to my first PCN which I find strange?
Re Insurance schedule I agree - in my mind I provided the valid evidence, never got an email or any communication to say I didn't so what more could I have done? My worry is with this "Until the evidence is approved, you must ensure that the vehicle is legally parked by purchasing visitor vouchers or using pay by phone".
PCN42 13/08/2024 - Not cancelled, need a permit and evidence was not approved.
PCN78 15/08/2024 - Cancelled, no reason given.
PCN98 20/08/2024 - Cancelled, no reason given.
PCN878 21/08/2024 - Not cancelled, need a permit and evidence was not approved. (Although this one includes an interesting paragraph I include below)
PCN25 22/08/2024 - Initially got a letter saying not cancelled, then cancelled as another one had been issued less than 24 hours before and the vehicle had not been moved.
PCN80 23/08/2024 - Not cancelled, need a permit and evidence was not approved.
In 878 the following wording is included which is not in 42 or 80 - The permit records suggest you applied for a change of vehicle on 24/06/2024 and supplied a copy of the insurance certificate on 01/07/2024, but the log book was not uploaded until 16/08/2024. We received a telephone call from you on 23/08/2024 regarding the change of vehicle and your permit for LO09HAT was approved on 27/08/2024."
That paragraph is all factually correct, when I applied for, and paid, the change of permit I did not upload the insurance schedule as I was staying with my parents at the time. I returned on 01/07/2024 and uploaded it that morning.
My position ultimately is this is a council error, I did everything that I could do and did not realise the evidence had not been approved. I had no problem with the platform before so never thought it would be an issue. Unless someone says I am being stupid/have a good chance of losing, I will continue to fight this one because I really do not believe I am responsible. I do not understand what else I could have done really!
