This is what the PCN says:

This PCN is served by post because a civil enforcement officer 7231T observed the vehicle identified above from 11:29 to 11:32 and had begun to prepare a penalty charge notice for service but the vehicle concerned was driven away from the place in which it was stationary before the civil enforcement officer had finished preparing the penalty charge notice or had served it by fixing it to the vehicle or giving it to the person appearing to be in charge of the vehicle.


"Photos are not required, the CEO's notes are the primary evidence"

The issue is that the notes and photos taken by the CEO are inconsistent and contradictory. Because I was long gone by 11:30 as the photos show.

I would have thought the photos they took would have needed to be atleast 5 mins apart.  They only have one photo of the car.

I just said the date and time of the contravention does not match the time stamp.

5 bulky bags. Total weight over 10kg.

Anyway I don't think that matters.  The date of the contravention does not match the datestamp on the photos.

Hi there, maybe someone can help me.  I parked on a loading bay for a few minutes to drop 5 bags worth of documentation to my lawyer on the high st.  When I came back a warden told me that I would be getting a ticket through the post since I did not hang around.  I have attached the PCN number and reg below.  I was only gone for 4-5 mins and you can see in the later photos two minutes after the car was no longer in the bay.  Is there anyway I can contest this since I was only there for a few minutes and using the bay as intended?

The contravention occurred at 28/06/2024 11:32 but they have shown a photo at 27/06/2024 11:31 where the car is not even in the bay.
