I agree, it’s really confusing trying to figure out which red routes are managed by TfL and which are handled by the council, especially when they are in the same borough. I didn’t see any clear signage indicating the difference when I was there.
It seems really unfair as there was no clear way for me to know PHVs aren't exempt on this particular stretch.

Regarding the video, I understand it shows me stopped without any visible pick-up or assisted boarding. The issue is that I had to wait a few minutes for my passenger to come into the car, so the video might not capture the whole context.

Is there any way to contest based on the fact that the signage was unclear and there was no indication that this specific red route was managed differently?

I’m looking for advice on how to challenge a Penalty Charge Notice (PCN) I received and would greatly appreciate any input. Here are the details:

PCN Number: AF98919170
Vehicle Registration: KH19NKM
Contravention Date: Monday, 22 July 2024 at 17:06
Location: Cranbrook Road
Contravention: Stopped where prohibited (on a red route or clearway)

I am a licensed private hire vehicle (PHV) driver. On the date of the alleged contravention, I stopped on Cranbrook Road to pick up a passenger. According to Transport for London (TfL) guidelines, PHVs are allowed to stop on most red routes to pick up or drop off passengers as long as the PHV license is displayed, which it was.

When I first received the PCN, I was confused because I believed I was complying with the rules. However, I decided to double-check the regulations and found this on the Redbridge Council website:
"A red route zone is either a double or single red line at the side of the carriageway. This means that you cannot stop at the side of the road. Red routes on Cranbrook Road (Ilford) are enforced by Redbridge. Private hire vehicles are NOT permitted to stop on this red route. All other red routes in Redbridge are enforced by Transport for London. For information about red routes managed by TfL please visit the tfl website."

So now I'm a bit lost on how I should challenge this PCN or what arguments I could use.
