Okay thanks. I'll say I was probably following a high sided vehicle.
Yeah that's what I meant, there doesn't appear to anything in front of my vehicle as I made the left turn. There could have been near the sign but at least near the traffic light I wouldn't say there was anything obstructing my view.

The appeal only allows me to write a 1000 characters.
There is no high-sided vehicle in the video. In fact there seems to be a significant gap before your vehicle appears, so why say there 'probably' was? I would leave this out as, on the evidence, it impacts on the credibility of your argument.

Not sure if you got an answer to this or not, but after the 56 days, the PCN has to be waived automatically. Same thing happened with me with the TFL for a yellow box violation, and it went over the allotted time to reply on their end. So even if you are in the wrong, they have to waive it. 

Usually you are contacted via letter or email to confirm this. If they don't waive it and try and charge you, just read back to terms and conditions about the 56 days, they shouldn't have a leg to stand on.

The 56 day statutory limit only applies to formal representations, it does not apply to an 'informal challenge' where timings are subject to the test of reasonableness.

We don't know which applies because we have not yet seen the PCN.

The text in the original appeal was re-sent (please see original post - spoiler tag) and dated the letter to be within the NTO period.

This might suggest that, if ignored by the authority as out-of-time or challenged by them that your reps to the NtO were not submitted in time, you will rely on your pre-dating these so they appear to have been submitted, by you, in-time.
