I am the registered keeper of the vehicle and I dispute your parking charge.

Your Notice to Keeper does not invoke or rely upon Schedule 4 of the Protection of Freedoms Act 2012 and therefore you are unable to transfer liability to the keeper.

As you have chosen not to use the provisions of POFA, only the driver can be held liable. I am under no obligation to identify the driver and I will not be doing so.

There is no legal basis to pursue me as keeper and any suggestion otherwise would be misconceived.

Please therefore cancel the PCN or issue a POPLA code so that the matter may be referred to independent adjudication.

I do not consent to the processing of my data beyond that necessary to respond to this appeal.

Apologies, I’m still getting my head around all of this and just want to make sure I’m doing the right thing.
Is it ok to send the below template, along the lines of the below?

I am the keeper of the vehicle and I dispute your 'parking charge'. I deny any liability or contractual
agreement and I will be making a complaint about your predatory conduct to your client landowner.


As your Notice to Keeper (NtK) does not fully comply with ALL the requirements of PoFA 2012, you
are unable to hold the keeper of the vehicle liable for the charge. Partial or even substantial
compliance is not sufficient. There will be no admission as to who was driving and no inference or
assumptions can be drawn. UKPE has relied on contract law allegations of breach against the driver
only.


The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under
some twisted interpretation of the law of agency. Your NtK can only hold the driver liable. UKPE have
no hope at POPLA, so you are urged to save us both a complete waste of time and cancel the PCN.

I received the PCN below for the reason stated as “Failure to pay or register for the full duration of stay (ANPR).”

At the time, I was conducting a driving lesson and using the car park to practise manoeuvres. I also parked briefly and exited the car park to explain the route to my student. I do not recall seeing any signage, although I accept that there may have been signs in place.

In hindsight, it was probably not the most appropriate location to carry out this activity. I would appreciate advice on whether there are any valid grounds for appeal, or if it would be better to pay the reduced amount within the early payment period.

Hi all,
I hope you can assist.

I’ve received the attached PCN, but after reviewing the video evidence, it clearly shows my vehicle passing the oncoming traffic before they approached the narrowing. At no point did I cause any obstruction or interfere with their path.

The still images included in the PCN appear misleading and don’t reflect the actual situation as shown in the footage.

Could you please advise whether it’s worth pursuing an appeal, and what grounds for representation I should consider?

Please note I am not sure how to upload the video on this forum (I think I've managed to do it) additionally I have left my details so you can directly view on the council website.

Hi,

I’ve now received confirmation from UKP (see below) that the PCN has been withdrawn and no further enforcement action will be taken.

Thank you very much for all your assistance.

I’ve not received a direct response from UKPE, only from ZZPS, as shown in the document uploaded above.

In their reply, just before stating that the parking charge has been withdrawn and the case closed, ZZPS acknowledged that because they didn’t receive a response regarding the driver’s details, the matter proceeded to debt resolution without a POPLA code being issued.

I’ve now forwarded your response to UKPE and have also cc’d ZZPS as advised. I’m just a bit concerned as the original SAR was submitted on 06/10/2025, and we’re approaching the one-month mark. 

If there is no response from UKPE by 06/11/2025, would we allow them additional time, or what would be the appropriate next steps?

Hi All,

I’ve received a 19-page PDF report in response to the Subject Access Request. The majority of it contains the original PCN issued, their email correspondence with me requesting driver details, and copies of my communications with them.

I’ve attached the three key pages that are relevant to the SAR for your reference.

On the final page (page 3), towards the bottom, they state: 
"As the Parking Charge has been withdrawn and the case closed, no further processing or enforcement action will take place in respect of this matter."

Can I take this as confirmation that the PCN is now officially cancelled, or should I still expect formal confirmation directly from UK Parking Enforcement?

Hi All,
I’ve received the below response from the UKP team regarding the Subject Access Request I submitted on 06/10/2025. It’s a bit confusing, as they mentioned I would receive a response from ZZPS, but ZZPS had already contacted me last week confirming that the Parking Charge had been withdrawn from their system.

However, I still haven’t received any official confirmation from UKP themselves confirming whether the Parking Charge has been fully cancelled.

Could you please advise if there’s anything further I need to do?

Hi All,

I've received the email below from ZZPS, where they’ve surprisingly admitted that a POPLA code was not issued.

They’ve also stated that the Parking Charge has now been withdrawn from their system at the request of their client, and no further action is required.

Can we take this to mean the PCN has officially been cancelled?

Apologies for the confusion, I wasn’t sure whether to send it as a new email or reply directly to the one from UKP.

I’ve now sent the email as mentioned above and will keep you all updated if / when I receive a response.
