Private parking tickets / Received a Parking Charge Notice despite driver parking in designated visitor bay

I, the vehicle's registered keeper in question, received a PCN via post, which arrived on 26/04/2024.

The vehicle's driver at the time was visiting residents who live in the flats where this parking charge was issued. They parked in the designated visitor bay as they have always done as they felt any parking restrictions didn't cover the bay. All other bays are unmarked and are a free-for-all for the residents with permits.
There is no signage at the entrance of the residential area and the only signs that exist are the following, that are at various places stuck to the buildings.

While the terms are legible close-up, from the roadside they are not. Attached are photos of the entrance and the bay in question.
