Private parking tickets / Parking ticket at hospital site

Hi,
Can someone help me? I'm stuck with a parking fine. I appealed, and the attached picture shows you the response which they have provided me.
I am a member of staff working for Mile End Hospital and Newham University Hospital. The hospital does not provide parking permits if you live within 5 miles radius. I previously parked in the Newham University Hospital staff car park with a staff parking ticket which I purchased from the ticket machine and displayed on the dashboard, with no parking fine ever given. I have also done the same method at Mile End Hospital before, but this time, they decided to give me a ticket.
I explained to them in my previous appeal that I believe the person issuing me a ticket is not aware of the staff parking ticket that you can get from the ticket machine. But they still rejected my appeal. But then why is the ticket machine allowing me to buy a staff parking ticket if they won't allow me to park in the staff car park area?
Can someone please help me with what I should do to appeal or help me write a template to send? As the letter states, I now have to appeal to theias.org.
