Could you have attempted to use Pay at Pump which failed, and you'd not noticed and started fuelling anyway?

I've experienced that with Shell that the app either glitches or the payment authorisation fails, but if you don't look at your screen after confirming it could happen and you're not aware of it.

If you look at the aerial photo there are cars parked on the bridge like you were so that could support that you weren't aware it had changed.

I posted about this before but my comment may have been missed, so I’m posting again here for visibility.

I’m in the same situation, a genuine customer at McDonald’s, received a PCN for “leaving the site,” appeal rejected, and McDonald’s declined to help even with proof of purchase.

I’m now considering raising the issue with the press and other public channels, as I know many others have been affected too.

If anyone has advice on any final steps before doing that, or if you’ve experienced the same and might be willing to share your story I’d really appreciate hearing from you.

I had the same issue 10 years ago and with the help of this site (when we were on Pepipoo) it got thrown out and I also included a statement about there not being any proof of their boundaries. I will post on your own topic  and I will have a search to see if I can find a copy of my Popla appeal to post up.

Having looked at streetview the only thing I could think of is that it is the approach to traffic lights, but I have always thought, and could be wrong, that it is only zig zags that would enforce an approach to lights, and common sense would kick in that you wouldn't park near a crossing/lights, but the distance here would almost certainly not be relevant here.

I'd say the officer has got it wrong, although on 2 different years on streetview there are suspension notices on the fence, but as above going to court to prove your point could end up becoming quite costly if the court find against you, and then end up with a larger fine and costs.
It may be one to speak with the local councillor about otherwise take the £30 on the chin.

Have you got a streetview link of the area so we can take a look?

Do you or anyone who was with you at the cinema have Google maps tracking your journeys on the timeline? If so that would help to show if you were in that area or what time you got home which could assist in showing that you weren't in the area if there are ANPR cameras on your route home that would corroborate this.

Does this section not prevent them from issuing after 28 days?

Surely if this went to court a magistrate would want to know why it took them so long to bring up up the offence?

Just be careful in case Chief Inspector Corner of the Yard is on here monitoring this forum and reporting back.

Depending on if they were actually wanting to stop you in the first place you'd be looking at failing to stop, and potentially careless/dangerous driving offences. They'd then be looking at the actual car itself - VED, insurance, MOT etc, and you could expect a knock at the door with them wanting to have a look around to see what you may have been trying to hide by running off from them before any other potential charges may be looked at.

The only way to know what will happen next is to go and speak with them as said above.

Yes Highways England put the limit in place with support from the police, council and local councillor after the recent fatality there. I think the temporary order may  have been published in the Cornishman newspaper, or whichever one covers that area.

I discovered when my wife renewed hers for the first time that they don't renew from the anniversary date, but from the date they process the renewal, so in other words if your licence expired on 1st July and you sent it off today the next expiry date could be 9th May depending on if they processed it as soon as it is received. Needless to say when it was time for mine to be renewed I sent it in a few days before and only lost 2 days. I'd have left it later but I've got a volunteer role where my licence is on auto check and if I let it expire I lose the driving entitlement, even though I rarely drive for them.

So if you renewed as soon as you had the letter over the course of your lifetime you could end up losing almost a year from early renewals.
