It would be a bit if a gamble, I think. Not sure of odds, but clearly the council won't give way, so you'd end up at the adjudicators, however the penalty remains the same and there are no additional costs. It all depends on whether you are prepared to risk the extra money. Your appeal at the adjudicators would need to emphasise that only the first two two letters of the location could not be read and the CEO would be well familiar of the area he patrols.

Thank you for the heads up. Yes, if it's going to be a gamble, i will just pay the fine as do not have energy to go through that stress.

I just wanted to know your thoughts on the below..

My car was parked in a permit zone outside my home using a visitor parking permit which was displayed on front windscreen.

I had used to display it behind a GPS antenna, however the GPS antenna must have come over the permit, partially blocking some of the information.

Now, if the officer had cared to look over the top of the windscreen, he would have seen most of the permit information was visible. (tried to show this in attachment, however first 2 letters of the 'zone' are still blocked)

I tried to appeal the ticket and council rejected, stating the following;

Thank you for writing to us.
We have carefully considered what you say but we have decided not to cancel your
Penalty Charge Notice.
You were issued a Penalty Charge Notice for parking without a resident's permit that was
both valid and clearly displayed. Even if you have a permit, you have to display it so that a
Civil Enforcement Officer (CEO) can see all its details.
Please be advised that there is a sign where you parked that explains that the area you
had parked in is for people with a resident's permit.
The letter with which the permit is sent states ‘The permit should be fully displayed in the
windscreen of your vehicle showing the expiry date, permit number, area valid for and
Nottingham City Council logo.
We must advise you that it is the driver’s responsibility to check and display the permit
clearly displayed prior to your parking.

Please can you advise whether this is worth escalating to the 'Traffic Penalty Tribunal' or whether I should count my losses and pay the fine?

I only have 2 days remaining to pay the discounted 50% amount, your fast response' are greatly appreciated.
