CC received on 22/3. Redacted version uploaded to https://drive.google.com/drive/folders/1W_n-VF3ESY6Miv_wxZz_fKjYNZxfWZDs?usp=drive_link

@Hippocrates

1. Sent the CC to you
2. I have also received an update from Tribunal for a video hearing on 16/9. I shall forward the mail for that as well.

2
@Hippocrates has lodged an appeal to Tribunal today

3
I wish we can take a backup of your brain as a full-fledged AI like you see in the movies. For now, this is fiction.

Thanks again.

I have sent the details to the email ID as per your PM. Please let me know if you need anything else.

@Hippocrates

Yes, as per your advice with timestamps.

5
I have received the NOR now.

Any advice on an appeal with the Tribunals?

Thanks

And, am I correct in saying observation time is not a factor anymore?

I parked my car with 2 wheels on the footpath and 2 wheels on the road. Yes, I do not have a good reason on why I did that.

PCN and Council Images are here - https://drive.google.com/drive/folders/1w3zgMmnDZbvQQNaRNA3F_CXd4VZTW1vH?usp=drive_link

PCN - NJ43657236

VRM - CX62 TXM

Date of Contravention - 14/02/2026

Streetview link - https://maps.app.goo.gl/1PpqiExNHa5nYUPGA. This is old now, but both sides of the road is now DYL.

Type - PCN was affixed on the windscreen

Do you think this would be possible to win?

I have submitted my representation today, and have taken a snapshot of the page as adviced before.

"I am submitting a representation as the council evidence does not show the vehicle passing a restriction sign. Therefore, this contravention didn't occur. Please cancel the PCN."

9
Thanks @Hippocrates

If you and others can advice on the path to take forward, I can put in a representation

10
@Hippocrates I know you are busy, so just a gentle reminder to check my message please.

Would the last date of representation be 16/1 + 14 days = 30/1. Am I thinking this right?

I got a letter today which indicates ECP handed over my case to DCBL.

Is the advice still to wait for a LoC and ignore all other communication?

Hello Everyone,

I visited a friends' place on 7/1/2026 and went to drop his kids to their school and failed to comply with a restriction that was live at the time. I saw the sign, but still went in like a fool.

I am not sure if this helps, but my friends' partner had a medical emergency and I thought dropping the kids would be beneficial to him.

Havering Council has sent a PCN with 53J. Is there any advice on the representation?

PCN - HG62676810

Date of Contravention - 7/1/2026

Date of the notice - 16/01/2026

Date of receipt by post - 20/1/2026

--------------

I went through an earlier thread and I still see the issue on the representation page. Can this be used in my case?

Ref. - https://www.ftla.uk/civil-penalty-charge-notices-%28councils-tfl-and-so-on%29/london-borough-of-havering-31j-pcn-entering-and-stopping-in-box-junction-pcn-mai/

The information on "representation reason" given on the postal notice and the website does not match.

Yes, I do have the receipt. I had the advantage of going digital, so it's an online copy now.

I did write to them today, but their reply is similar like others. They are citing that they are not the landowner.

Their response - https://drive.google.com/file/d/1JSfGTqvMeGKeyTAU7TNGxQK-urN1owS3/view?usp=drive_link

I am thinking of escalating this within LIDL, just need to find out the next level.

I understand what you said regarding the appeals process. If they are not acknowledging the appeals properly, then I shall wait for LoC. If there is anything to watch out for, or you want me to do, please let me know.

Thank You

Private parking tickets / ECP - Overstay - Staines Road Retail Park
« on: November 18, 2025, 11:36:51 pm »
Hello Everyone,

I have received a PCN from ECP for overstay in Staines Road Retail Park.

Pics are here - https://drive.google.com/drive/folders/16LcTTWhiffVB0xQ-dDUcPIozpRhi6_Di?usp=sharing

Google Street View - https://maps.app.goo.gl/8gdfyRWMmitwcybX7

Context - The driver visited Lidl located as part of the car park, but later stepped out to a restaurant which caused the overstay.

I am the registered keeper since 2022. V5C address is up-to-date.

Can you please advice on how to take this forward?

My initial thoughts - Based on what I have read on other ECP PCNs, as long as I do not share the driver details, the RK is not liable. Does this apply in my case?
