Given the shortage of parking spaces due to works going on, is it likely the "foreign" PCNs have simply been removed from other "offending" vehicles and stuck on yours? Are the registration numbers completely different or just trivially changed - one or two characters?

There's quite a few cases involving (not so) Smart Parking on FTLA. Find a few and read 'em through. I doubt you'll find any where anyone had to pay (not so) Smart Parking.

And don't forget, the Driver now does nothing. All action and responses are by the Keeper.

If it's specifically for "no return", maybe the reference should be to "driver(s)". It forestalls any assumption that there was ever one "driver"

A word if caution: don't expect to charge much above 80% on a high rate charger - charging slows down after that, plus it's often detrimental for the batteries to charge fast when near full.

Most of the time I've been using ZapMap.
This will hopefully now be augmented by the Tesla app, now I have a car that is (allegedly)  compatible with superchargers on those Tesla sites that are open to non-Tesla vehicles.

The lease agreement very likely trumps any "rules" the parking co. and HA might try to impose, both by virtue of what it might say and equally what it might not say.
You are being advised by experienced people who do seem to help win cases. If they ask for specific information, it's because it can be important.
Also note: things don't get "escalated to a CCJ".
You might do well to read a few other threads here, after you've answered the question.

I wonder if there's any scope for chasing a claim in respect of a GDPR failure. Is the "going rate" about £500-£750?

GXS seem to have catastrophically failed to perform their required due diligence and issued a charge to the keeper of the wrong vehicle.
They've now maintained their position even after their error was pointed out to them.
Doesn't that constitute a thumping GDPR failure?
What would be the chances for a counterclaim of £500-750 or thereabouts?
