Saw North Norfolk Council are launching a consultation for their car parking.  See

There's some amusing excursions into ownership and nothing but nothing about the Keeper. F'r instance:

"....a season ticket may be transferred to another vehicle under the control or  ownership of the Driver in place of the vehicle.."

".....Penalty Charge Notice to that effect will be attached to the  vehicle in a conspicuous place or handed to the Driver by a Civil Enforcement Officer, or posted to the owner....."

"...... a notice to owner may be served by the Enforcement  Authority on the owner of the vehicle....."

".......be able to proceed against the Owner of the vehicle as if that individual  was the driver...."

I'm caught between asking them how they will determine who the owner is and just letting them run with it.

The word Keeper is not mentioned once.

Is where you wish to park part of a public highway or is it a private road or an unadopted road? If private or unadopted, who owns it or leases it?

Look at things this way for a moment. We are daily exposed to advertising for this that and other, where the product being "natural" or made using "natural" ingredients somehow means it is more beneficial than it's competitors.

So what could be more "natural" than a gently steaming pile of horse turd? It is 100 percent natural.

Make sure you check for any real Letter before Action or similar. If you move in the next 6 years make sure you have reliable measures in place to have mail forwarded or advise ACPOA of any new address.
