Following the appeals process. No-one has contacted to say whether an appeal was unsuccessful etc
I think you need to tell us what the PCNs were for or better still show them.
Served on your vehicle or by post, etc.

The supposed raised carriageway appears to be a standard speed hump? The rejection is nonsense as has been said.
But how can we help you make a case if we don't understand the situation?

Once your application is made then Bromley should inform them to pause all action; not that they will be taking any action anyway. They would first need to engage a bailiff company.

Please post a draft here of what you intend to write on both forms. It is very important to get it right and address relevant matters.

I have received a PCN for my daughter allegedly failing to comply with a no entry restriction.

I only opened the PCN today as it is addressed to me (I am the owner) and I have been away. The date of the PCN is 30/04/26. Do I have to appeal by tomorrow to fix the PCN amount to the reduced rate or do I have a full 28 days to appeal and, if rejected, the reduced rate remains?

The deadline to pay the discount was yesterday 13th, by law.
Same for preserving the discount officially but it's likely if you make reps in the next day or so, Newham will still offer the discount in rejection. (they just want your money)

No opinion on your case as I simply have no time. Others might look.

The contravention code isn't needed.
They correctly describe the contravention and that is all that is required.

You either pay the discount, TODAY, or submit representations, today online, in order to preserve the discount.

I would be phoning TEC to check what application you need to make.
Making an OOT application when you might not need to can get messy.

I recall from about a year+ ago.

It would help if we could read what you've described as "Reissue of letter" because the link you have labelled "FRONT" doesn't work.
It might explain where you are getting new deadline dates from, which, incidentally, you got wrong for the original PCN so best we see the new letter.

Best to download the form, complete it and send it off. Mail is too uncertain these days. PCN is under Traffic Management Act, so you need the Witness Statement form.

Hi Incandescent, sorry to be a pain... I downloaded form already, but on the Witness statement section, do I just outline what they've written or do I write the reason on a different plain A4 sheet and add with the form? i/e:

•You paid the penalty charge notice in full. You must provide details of the date payment was made,
the method of payment i.e. cash, cheque etc and who the payment was made to. Please note you
may be asked to provide proof of payment upon request.

• You did not receive the notice to owner/penalty charge notice.

• You made representations about the penalty charge notice to the Local Authority within 28 days of
service of the notice to owner but did not receive a reply (rejection notice).

• You appealed against the Local Authority’s decision to reject your representation within 28 days, but
you had no response to your appeal.


..And I assume it's the third paragraph i'm highligting...correct?

You confused yourself and a member here by your flawed terminology > "appealed"

and why didn't you e-mail the form instead of wasting time and money on 'signed for'?
