Best to download the form, complete it and send it off. Mail is too uncertain these days. PCN is under Traffic Management Act, so you need the Witness Statement form.

Hi Incandescent, sorry to be a pain... I downloaded form already, but on the Witness statement section, do I just outline what they've written or do I write the reason on a different plain A4 sheet and add with the form? i/e:

•You paid the penalty charge notice in full. You must provide details of the date payment was made,
the method of payment i.e. cash, cheque etc and who the payment was made to. Please note you
may be asked to provide proof of payment upon request.

• You did not receive the notice to owner/penalty charge notice.

• You made representations about the penalty charge notice to the Local Authority within 28 days of
service of the notice to owner but did not receive a reply (rejection notice).

• You appealed against the Local Authority’s decision to reject your representation within 28 days, but
you had no response to your appeal.


..And I assume it's the third paragraph i'm highligting...correct?

You confused yourself and a member here by your flawed terminology > "appealed"

and why didn't you e-mail the form instead of wasting time and money on 'signed for'?

Likewise, until you explain in more detail we can't offer an opinion.

All you've told us so far is that you were "away".

You are not clear on this so I have to ask, was one of the letters you ignored called a "Notice to Owner"? IF it was not amongst the letters you ignored/received then you can make an out of time witness statement application stating that you did not receive the Notice to Owner and try and get back to the stage where the amount owed is £50 or £70 and where you can dispute the penalty. If you did receive the Notice to Owner and ignored it, I'm afraid the best and cheapest option is to pay as soon as possible before further costs become payable.
No. It was a postal PCN which he stated he ignored.

We are really looking for you to describe your actions. i.e. did you need to leave the vehicle; where was the child picked up from, etc.
two minutes sounds entirely reasonable but we need you to explain what happened.

And lose is spelt with one 'O' btw (personal issue for me)

Have you registered your appeal yet?

I'm with colleagues on the unreasonable delay.
The relevant case we always used 'back in the day' was Davies vs Kensington.

Your complaint about advance warning signs is liable to backfire imho.
The whole point of the scheme is to prevent traffic using certain roads; in this case using a short length of restricted road, rendering the whole road or area restricted in effect, as you say.

THE LATE SUBMISSION IS DUE TO AN UNFORTUNATE CONFLICT OF DATES. PCN ISSUED 20/9/25. V5C UPDATED ONLINE 25/9/25. I BECAME AWARE OF PCN VIA NOTICE OF ENFORCEMENT ON 14/3/26. IT SEEMS THE PCN WAS SENT TO MY PREVIOUS ADDRESS, AND NOT FORWARDED PER ARRANGEMENT WITH MY LANDLORD.
I ASSUME FURTHER NOTICES ALSO WENT TO THE PREVIOUS ADDRESS. I LEFT FLAT 1, 88 ELM PARK. BRIXTON ON 17/8/25. I STAYED WITH EX-UNI FRIENDS FOR ONE MONTH, CONTEMPLATING A PERMANENT MOVE. I MOVED BACK TO MY PARENTS (43 ASHLEY ROAD, SOUTH SHIELDS) ON 21/9/25 AND THEREFORE WAS ABLE TO RECEIVE MAIL AGAIN.

Just having a further think about this.

I believed there was still a 21 day time limit to challenge the NoE regardless of payment.

There's no time limit to submit to TEC (and therefore TfL)?
Probably best you listen to us then; stop making up your own rules.

I'm not up to date on TEC current processing performance but I doubt it has improved much.
Hence there is no chance of you meeting your imagined deadline.
The first three posts here were to prevent you being subject to any deadline or rush.

Your daughter must attend to swear the forms to get them witnessed; it is not something you can do on her behalf. Anyway it takes about two minutes.

I made representations to Brent Council in respect of the above Penalty Charge Notice but did not receive a Notice of Rejection.
You don't need to write anything at all in the reasons box but if you insist then just the above is enough.
And tick the box that says the same.

The Notice of Enforcement date being 09/03 (but received in post 14/03) ... does this now only give until 30/03 to have the forms completed + SD witnessed/signed at CC?

Just realised discount ends today! Wanted to confirm if there any points to include in an appeal.
Discount ended yesterday so if it is still available I suggest you avail yourself of the offer.

Hmmm so discount still shows as active when viewing PCN. Suggesting if I appeal as it’s out of 14 days, if it gets rejected will go straight to 160?
Councils are not known for updating their payment web portals so it's not unusual but how they will deal with representations made now is anyone's guess.
They may well re-offer the discount > because they want money.

And could you help then with understanding when the deadline to pay is? is it 28 days from the date of the notice or 28 days from the date of service. I am confused! :D  Thank you!!
Neither.
The deadline to pay is 28 days beginning with the date of the notice.
The deadline for reps is 28 day days beginning with the date of service of the notice. 

You haven't shown your PCN and I am not commenting on the location and your experience there

Those are all under different legislation to yours.
The applicable legislation is written at the top of your PCN
