I have kept checking with TEC - still not registered.

I imagine the Councils drag their feet a bit so as to save the £10 fee which I assume comes from their budget.

Meanwhile a letter from Marstons Debt Collectors - acting on behalf of the council - the debt is still £240, so no £10 extra fee added on, not at OFR state yet.

Should have contemplated this earlier it is likely too late now, or may not be advisable - is it worth direct to council pointing out it will cost them £10, I will get it knocked back down to the original amount anyway so why don't they just offer me that now and not bother with the extra stage?  I am not contesting the ticket/PCN just the fact that is has become inflated to £240 due to DVLA and postal service being shoddy.

There's a statutory process to get it reset if you didn't get the original PCN:

You need to he proactive and get the necessary forms sent off once the debt is registered - there's a limited no of days where the council must cancel the OFR - after that it is out of time and the council can reject it.

Cheers, found them.... although it seems moot at this point as I am waiting for the OFR to then get it knocked back to getting the original PCN.

I am used to fighting private parking companies so this council stuff is all a bit new to me, but I did find a previous post of mine regarding a missed/late bus lane charge from Barking/Dagenham...

I had to wait for OFR to register at TEC - and use PE3 form or something.. i dont know if the same sort of rules apply with this box junction.  :-\

My issue with this is not so much the contravention on 11/11/2025 – but that this is the first I had heard of this. I received a letter (Charge Certificate) c. 16th/17th April (dated 13th April).
But have had no prior notice of this at all.


I did move house in November 2025 and I have already chased (DVLA) and had a letter from DVLA - back in January - that they messed up (lost) my address change on V5s. That aside, the first I hear about this should not be Charge Certificate where they have now upped things to £240.00

Getting to a court with my work timings was proving problematic.

I did however manage to get it signed, witnessed and stamped at a solicitors.

PE3 then scanned and sent to TEC/Northampton via the email address supplied with the form.

I will also likely send the hard copy on via postal service.

I will attempt to speak to Magistrates Court near where I will be working and see if I can make appt to get this done...  failing that, worst case, I will use solicitors in the town there.

There are three tick boxes...  obviously my one is the first I DID NOT RECIEVE THE ENFORCEMENT NOTICE.

Then there is a box for handwritten input..

"My Reasons Are (give full reasons)"  -

is there any need to put anything in there. It seems self-explanatory, or are they really wanting a paragraph on the current sh1t state of the UK postal service and how if govt bodies want to be adding £140 onto penalty charges then they should be paying for Special Delivery   ;D

Nothing at all. You only need to tick the appropriate box.

You will need to get the form sworn/witnessed, free at your local county court (by appointment)
or circa £8 at a solicitor.

Don't take too long, TEC have processing delays at the moment.

Does it need to be my local court as going by my address... ?
I am working away next week and can get to the court there, but wont be able to have it done at my local court.

Failing that suppose a solicitors will do then.

Have had time to dig through my piles of 'inbox'....

I never received any initial notice in the mail - not down to change of address, or V5 not updated - just simply abysmal postal service.

1. 10th Jan dated - (received 18th) first I knew of this was Charge Certificate when it had been raised to £195. (attached)

This is when I opened this thread on this forum. 
General thrust of advice was to await for OFR and then file regarding never received the original notification.

2. 1st Feb - further letter from B&D Council prompting payment or warning of further action.

Still not OFR/not registered at traffic court so waiting game continues.

3. Week ago finally receive the OFR with forms PE2 and PE3

I do not live anywhere near the area, am not local and taking umpteen pics of inadequate signage and getting caught up in fighting this - frankly I don't have the time.  I have recently spent enough 'free' time doing paperwork and admin to fight a PPC with their ANPR double-dip bullsh!t... [I won, but cant be arsed with all that again].

I am happy enough here, in this instance, to get it reduced to the original amount as am damned if I should get penalised for what is now an appalling postal service.

Is is the PE3 I fill in, any specific wording? Or is there some other arcane form I need to download too?

Have now, finally, many months later - received an OFR in relation to this, it has now been 'logged' at Northampton and the amount gone up to £205 from the £195.
@Secret_Squirrel1970 you must now follow the instructions in this guide to get the matter re-set.

Is there a copy of the original PCN with the Order for Recovery?

I note you don't want to challenge the whole thing, but if we can find good grounds for doing so then you might as well.

Not with the OFR, no....

I did not ever receive an original PCN....  (sad to say, post here is absolutely woeful).

First I knew of it some months later was the charge certificate/letter which was now £195 - iirc.  This was around when I started nosing around asking on here as I knew there was a way of getting it reset

I then received a follow up letter a short time later.

The general reply/collective wisdom in line with what I was asking was that once I had received the OFR - now here - it was relatively simple to get it reset via the traffic court to the original fine on the PCN which I never received.

I will have both the charge cert/letters I received.  Just couldn't place my hands right on them at the moment.

I haven't been back in here nor seen the last few comments - as nothing had happened and life was very busy....

I will dig through and see what paperwork I have.. and re-do the initial letter I received but am not at home for a few days so wont be til then.

I would like to point out I am not seeking to challenge this whole thing, I am fine (no pun intended) paying the original £65 or whatever it was - am just damned if I am getting reamed for a further £140 merely because we have a shockingly bad postal service.

Anyhow, will get the original letters dug out when am back home on Sunday evening.


PS: - would like to mention that the private PCN matter I was dealing with via MSE forums (alluded to above) was sorted satisfactorily in the end. The PPC pulled out two weeks before court. A year long process and a lot of time and faff basically boiled down to who would blink first...

We don't need you panicking and doing something daft. You risk delaying debt registration or even really complicating matters.

You won't be late so long as you keep abreast of debt registration;either by noting an increase in the pcn portal to £204 or by confirmation with TEC.

Second letter from B&D received yesterday or today.  Still showing £195 but specifying I have 7 days to pay up at this point and deal direct with them before they send it to Northampton.

So still at waiting stage.

I have downloaded a PE3 - just wanting to check that I really cant do much else until the "debt" is entered at TEC - at which point I can use the PE3 from?

At least that is my understanding... ???
