Thank you for the replies. I have kept every single letter that they have ever sent and the original parking ticket that was dispensed with half of my registration in it. The appeals were all over email and just say what I stated above. Attached is the letter I have just received and the original notice to keeper.

Hi guys,
Thanks in advance for any replies I may receive.
4 years ago I received a parking fine for parking in my university car park. My defence was that I had proof through my bank statement and the ticket that was printed by the machine, the only problem was that this ticket had only printed half of my registration plate. I have parked in this car park many times and this is the only time I had encountered this error.
I had just been sent many letters over the past 4 years, but today have received a letter from HM Courts and Tribunals Service.
I am looking for advice on where to go from here and whether I have a case with this.
