Basically, I received a PCN some time ago and appealed it, stating that I am the registered keeper of the vehicle. At no point did I identify or indicate who the driver was at the time of the alleged parking incident.

They subsequently responded requesting a photograph of my driving licence in order to establish whether I was the driver. I replied explaining that I am not legally required to provide them with this information and that I had not identified the driver.

So I received this today after appealing online, am I bound to pay this now?

Thank you for your appeal received on 13/08/2026 regarding the above detailed Parking Charge, we have reviewed your case and considered the comments you have made. Your appeal has also been considered in conjunction with the evidence gathered at the time of the contravention. Our records show the notice was correctly issued as your vehicle was in breach of the Terms and Conditions.
As this charge is not being pursued under Schedule 4 of the Protection of Freedoms Act 2012, we are not relying on the statutory keeper liability provisions in Schedule 4, so its specific conditions do not need to be met. In the absence of driver details, we rely on the principles considered in Elliott v Loake (1982) when assessing, on the balance of probabilities, who was driving.
We are therefore unable to cancel the Parking Charge as it was issued correctly. We have now extended the discounted payment period by a further 14 days to allow you time to pay the discounted settlement amount. Please now make payment of £60 to reach us by 11/09/2026 or £100 to reach us by 25/09/2026. We must advise you that once the discounted settlement rate passes it will not be offered again.

You have reached the end of our internal appeals procedure, Times24 UK Limited will not assess further appeals in relation to this matter.
However, in line with our Accredited Trade Association (ATA) membership we are required to provide you with an Independent Appeals Service. If you believe this decision is incorrect, you are entitled to appeal to the Independent Appeals Service (IAS) provided by International Parking Community (IPC).
If you choose to appeal to the IAS you will lose the ability to pay the charge at the reduced rate and the full amount will apply.
