Speeding and other criminal offences / Giving way to emergency vehicles

On the 5th of March, i got stopped for not giving way to a police vehicle. I was in a large panel van and could not see him. Due to bright sunshine, his blue lights gave off no visible ambient light and i could not see him directly due to blind spot. Traffic was fairly heavy and i was in the outside lane passing HGV and other traffic. I could not hear the siren over the noise of the engine, traffic and radio.
He admitted that this wasn't an offence but was going to ticket me as he assumed i wasn't checking my mirrors frequently enough so 'driving without undue care and attention'.
I refused to accept the 3 options on the recieved ticket and complained to the police force but they replied that the court need to deal with it regardless of whether it is a vexatious charge.
I have a copy of video from body worn camera, which has been redacted slightly, but it doesn't really help the officer or myself. I think part of the redacted video shows the officer saying i had not committed an offense. Can i request the full video?
Also, as he could not see me, would an assumption that i wasn't checking my mirrors frequently be enough for him to issue a ticket?
