Does this seem right?
1. Wait until the Order for Recovery has actually been issued. (Checking the £10 increase indirection)
2. Download the official PE3 from GOV.UK
3. Print the PE3. Fill in the relevant details, but do not sign the statutory declaration beforehand — the point is that your signature is witnessed.
4. Call the local County Court first to book an appointment. Take the PE3 and I’d also take your Order for Recovery, Charge Certificate and photo ID with you.
6. You’ll sign the declaration as instructed in front of the authorised person, who completes the witnessing section. The official PE3 guidance confirms the declaration won’t be processed if it hasn’t been properly witnessed.
7. You then send the completed PE3 to TEC, not Tower Hamlets. The official guidance allows it to be sent to TEC by email as well as post.
