Civil penalty charge notices (Councils, TFL and so on) / Portsmouth, code 27 parked adjacent to footway, Farlington rd, no double yellows

Received a PCN on the vehicle parked in Farlington road yesterday morning.
There are no yellow lines or any other signs on that part of the road.
There is indeed a footpath.

I was under the impression that as long as there is no signage and/or yellow lines, I can park there?
Is this true or not?
Do I have a chance or just pay it and move on?
