Thanks. I stitched together an appeal from other's successful appeals, thus:
Dear Sir/Madam,
I am writing to formally appeal against the Penalty Charge Notice issued to vehicle registration ******. I do so as the registered keeper of the vehicle.
On 20th July 2026, the vehicle briefly entered the Gatwick Airport drop-off zone for no longer than six minutes to drop off a passenger. Unfortunately, the driver forgot to pay the drop-off charge at the time, but a payment of £10 was subsequently made in good faith via your automated phone line (payment reference number: ******).
Given that the drop-off charge has already been paid, I respectfully request that this PCN be cancelled.
Without prejudice to the above, I also wish to make the following points:
I am the registered keeper. Times24 cannot hold a registered keeper liable for any alleged contravention on land that is under statutory control. As a matter of fact and law, Times24 will be well aware that they cannot use the PoFA provisions because Gatwick Airport is not 'relevant land'.
If Gatwick Airport wanted to hold owners or keepers liable under Airport Bylaws, that would be within the landowner's gift and another matter entirely. However, not only is that not pleaded, it is also not legally possible because Times24 is not the Airport owner and your 'parking charge' is not and never attempts to be a penalty. It is created for Times24's own profit (as opposed to a bylaws penalty that goes to the public purse) and Times24 has relied on contract law allegations of breach against the driver only.
The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency. Your NtK can only hold the driver liable. Times24 have no hope at POPLA, so you are urged to save us both a complete waste of time and cancel the PCN.
