I've received this PCN for allegedly stopping on the red lines / taxi rank area on Spittlesea Road


However, there is a major printing/formatting defect on the physical paperwork I received. The address window box partially overlaps the main header/title of the PCN. Because of this layout glitch, the actual title of the document is heavily obscured, and I literally cannot read what the official title of the PCN says.

I know that local authorities must adhere to strict statutory guidelines regarding the layout and legibility of a PCN under the Traffic Management Act.

My questions for the forum:

1. Does this illegibility count as a Procedural Impropriety?
2. Is a PCN legally enforceable if a printing error makes mandatory statutory text unreadable?
3. Has anyone successfully had a Luton Council ticket cancelled based on defective document formatting?

I am still within my 21-day discount window and want to challenge this informally online to freeze the clock. I have attached an anonymised photo of the PCN with my personal details overlapped red, but apart from the red there are no more modifications I have done to it, and you can notice the address box overlap.

Any advice on the exact legal wording to use in my representation to the council would be massively appreciated!
