As you have found out, an accurate watch is key to avoiding PCNs for timed traffic restrictions. Most people would consider this de minimis, but councils will enforce to the absolute second, because the money is so good.

I suggest you submit representations concentrating on the minor nature of the alleged contravention.Post up their response when you get it, but don't expect them to fold and cancel. The only unbiased forum for your case is London Tribunals, but you must risk the full PCN penalty there. If you win, you pay nothing, if you lose you pay the PCN penalty, but there are no additional costs.

Hello,

I was attempting to go to an address in Harpenden Road, and was aware of the traffic restriction, so aimed to get there for 9:15. I checked my watch, and it was 9:15 and was certain I didn't need to do a circle round. Once when my business was complete I went off on my way.

What I didn't realise was my watch was slightly off, and I arrived at 9:12:55, so about 125 seconds before the restriction ended. Just wondering if I have any form of recourse in regards to this.
