They written a load of tosh, normal for virtually all UK councils.
Their correct action would have been to cancel the PCN and acknowledge that once authorised, it is valid from the date on your receipt. I therefore suggest you wait for the Notice to Owner and submit a formal representation stating that your receipt gives the start date of the permit, therefore their correct action following your representations should have been to acknowledge that once authorised, the permit covers that date.

Are you the owner of the car, and is your V5C Registration Certificate address up-to-date.

Hi all,

I purchased a second permit for my new car on 13.02.26 (£120!).

But I got a PCN on 14.02.26.

I challenged it as I thought they didn't receive the memo that I paid £120 for the permit yet...
However, i got a rejection letter, saying it only got approved on the 16.02.26.

Is it worth challenging it further? What are the changes I actually win? As much as I know I am right, I also know they don't care.
I did notice, after looking closer to the first email, that there was a PDF of purchase confirmation where it said this is not proof of permit, duh. However... why would you take my money AND keep stating the duration of my permit as: 13.02.26-12.02.27. There are three days difference til it got approved their end.... They would own me three days of permit anyway then?
Also, I had the car parked using visitors permit two days prior, and I would kept using them! but I saw the date and I though: oh, I don't need to use them, permit is in place....
