Title: Re: Hackney Council, Code 53 - vehicle in pedestrian zone (timed), Castlewood Road

Council PCN so bit trickier than private ones - "I was confused" or "didn't know" won't fly unfortunately.
Only real angle is dodgy signage. School streets need proper signs under TSRGD - if they're missing, hidden behind a tree, or wrong times shown, you've got something.

Can you get someone to check the actual signs? Or try Google Street View (might be outdated if it's new though).

If signage is fine, I'd just pay at the reduced rate tbh. Council tribunals don't really do mercy.
The signs in your GSV link for Castlewood Road are the usual 'Flying Motorbike' signs used by councils to bar motor traffic at certain times, and as a motorist, you are supposed to know what they mean. The GSV view is June 2022, so they have been there for over 3 and a 1/2 years, so not considered new now.

PCN is timed at 15.36, so well into the afternoon closed period, which is actually quite short, we normally see much longer times.

Don't just cough-up, but submit representations on the lines you have put here, with the emphasis on not being locals, but if you live somewhere else in London this won't be a strong point at all as these closed streets are all over London now.
Another point to make is that it is a left turn into Castlewood Road, and there is no advance sign to warn an approaching motorist, so put that in your reps and say that the restriction came as a complete surprise.

You may get luckly, but if not, they will re-offer the discount.

Thanks for your support, will try this.

Hello,

Hope someone can help.
Received the below PCN from Hackney Council in my name. My wife was driving the vehicle at the time.
We are not from the area, although have visited in the past.
Seems they have installed a new timed pedestrian zone for the school on Castlewood Road.

She was unaware of the restriction, but would usually use Moundfield Road anyway (coming from Ravensdale Road). However, this being a narrow street and congested at the time she continued to Castlewood Road which runs parallel.

Can this be appealed with any of the below:

Moundfield Road was congested access, and in the confusion did not comprehend the signs at the entrance to Castlewood Road.

Not enough clear signage in the run up to the zone - not planning to visit the area again soon to get a video or photos.

New zone introduced since we have last been there during school term time.
