Reasons This vehicle on the council's case was parked without payment of the parking charge.
On the council's case motorists are permitted to park at this location for up to one hour for free they needing however to display a pay and display ticket or register the vehicle with RingGo.The appellant called RingGo but it would appear did not complete the registration process.
There was no duty on the appellant to pay the parking charge.
A contravention may well have occurred in this case but it is not that stated on the PCN.
The appeal is accordingly allowed.

I'm not sure what happened with the app, I can only imagine I made an error and didn't complete the parking or something similar.
I will appeal to the leniency of the local authority and see what they have to say, I have a track record of parking there lots of times on the app.

Ringgo tells you if a a session is successfully started with a 'payment successful' screen and before that it prompts you to turn on SMS notification if you haven't - it's well worth the bit extra to confirm and alert when a session is about to expire.
So what happened?
Some adjudicators allow appeals on the nonsense that you can't pay for a free thing, so if you have proof you were there for an hour or less you can try that, plus a record of using the app successfully.
Most London councils are now taking a hardline on mishaps with phone bookings even when there is no disadvantage to them, but they can be reminded of their statutory duty to act fairly.

Hi all, thank you in advance for any help. I'm wondering if there are any avenues for appealing.
I've parked in this area many times and used the free hour on Ringgo. On this occasion something clearly didn't work when I put it through on the app, as I came back within the hour to find a PCN and checked my app to find no active parking session. I'm certain I did put it through as my friend witnessed me putting it through, but there is no evidence of that as I don't have it recorded on the app and it doesn't take a payment.
I've attached images of the PCN and the parked car (the bay markings are almost non-existent).
