Hello everyone.
Thank you for your help raising an "appeal" to PPS. It got rejected today (after careful consideration).
Please see reply attached. I assume i have to appeal to POPLA?

Also, are they required to leave a ticket on windscreen? Someone simply run around the car, took 4 pictures and run away. Driver was present in the car for the whole 3 minutes :)

I am the keeper of the vehicle with registration [REG] and I dispute your 'parking charge', received 27th January 2026. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
As your Notice to Keeper (NtK) does not fully comply with all the requirements of PoFA 2012, you are unable to hold the keeper of the vehicle liable for the charge. It does not specify “the period of parking” as required, amongst other failings. This omission renders the notice non-compliant, and as such, the operator cannot rely on PoFA to pursue the registered keeper.
Partial or even substantial compliance is not sufficient. There will be no admission as to who was driving and no inference or assumptions can be drawn. PPS has relied on contract law allegations of breach against the driver only.
The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency.
Expect your appeal to be rejected. Come back here when it is. They reject because upholding a valid appeal means no money for them, which is all they care about.

The NtK is not PoFA compliant - there is no invitation to the keeper to either pay the charge or provide the driver details.
Nor is the period of parking stated - a single timestamp is not sufficient.

Got a ticket from PPS for "parked in loading bay". Driver was in the car at the time but didnt get any "windscreen ticket", only this letter. Pictures on ticket are completely black, but shows few different angles from visiting their webpage. Ticket and signage picture (from PPS) attached. Any advise is welcome. thank you
