Your driver's problem is he is not fully up-to-speed on carriageway markings. There are two separate bays here, separated by that yellow line in front of the building entrance. He was parked in the one to the right in the picture, but used the parking code for the other bay to the left, on the other side of the yellow line. The presence of the yellow line means the two bays are separate and could have separate restrictions, even though here they don't.
I suggest you submit representations on the lines of misleading signs because the sign for the 61918 bay is centrally on the bay, whereas the one for 61917 is at the end and if one doesn't notice the yellow line, then it is an easy mistake to make.

We've managed to get Islington to back down on unfair enforcement of trivial location errors in adjacent bays that have no disadvantage to them but like all councils they are now getting tougher and if the traffic order says so the tribunal can't apply mitigation.
But they will most probably reoffer the discount at the next stage and we can remind of them of their statutory duty to act fairly and request their cancellation policy.
Plus if they use a system that has geolocation they should accept it will pick up the same road name for multiple location codes.

I am a newbie here so will try my best :) .
I look after our company fleet and one of our lads received a windscreen ticket when parked in Eden Grove Islington working on a nearby site. He parked and paid in good faith on ringo using the sign in front of his van, using location 61917, ringed on the left of GSV screenshot, he was parked where the black car is in the screenshot and there was another van behind him which we now know was obscuring the sign, ringed on the right 61918 and shown in the photo.
I appealed the windscreen ticket on the website on the grounds that he had paid and attached the ringo parking session, thinking it was just another case of the handset not picking up the session. It is only when we got the rejection and the explanation of the two signs having differing location numbers that I have looked more closely and there is some clever photography which does not show the obvious sign in front of the van only a very squashed photo of the obscured one, he was parked in the middle of the distance between the two signs.
We now have the option to wait until the NtO arrives, where the penalty will be doubled, or just pay up now. The penalty falls to our drivers to pay, we pay and then deduct from their wages.
My question is do you think we stand a chance appealing again once the NtO arrives, or should we just pay now?
